Cannot compile kernel in Mandriva 10.1

I'm trying to build some stuff from source (mono/kde/kernel), but running into some weird stuff.
The kernel built fine, but when I try to build kde 3.4 it requires Xlib.h.
According to rpmi this should be in libxorg-x11-devel.
urpmi tells me 'Everything is already installed', but I still can't find the header file. I tried forcing the install, but it makes no difference.

Is the source incomplete or something?
