hmm, if you're extremely lucky you might be able to simply recreate the partition using fdisk or gparted and as long as the data wasnt erased and you create the partition to the exact size it originally was down to the block the data MIGHT be there, otherwise your probably outa luck and youll have to reinstall linux
the reason you can't get into windows even is because most of your boot loader went bye bye with your linux partition
There are a couple of options as suggested by "frieza" - I'll add another to get you going again. Google "fixmbr" and you can easily fix your windows boot. This will get you into your windows machine relatively easily. You can then reinstall Mandriva onto the partition you deleted from Windows.
The other thing which will probably work and will save you a few steps is to simply reinstall Mandriva onto the deleted partition. The reinstall should recreate the grub bootloader and you should be able to boot to either operating system as before the accident.
where can I get Mandriva 2010, because in the beginning when I installed Mandriva I used 2009 and from there was updated until 2010, I think on mandriva.org DVD?
