Well for starters, the webserver answering on www.kwickbid.com (and kwickbid.com) seems to be IIS (Microsoft).
So first of all you need to point you IP to the MDK server.

You can't have the same IP assigned to two PC's. If the windows PC needs to keep 69.136.197.39 you have to give
the MDK PC another one (that's assigned to you). Then you'll have to register a new name to that IP (perhaps www2.kwickbid.com).

well from what i have read my external ip is the same for all the machines say like 123.45.678.90 its the router that assinges an internal ip for each machine say machine1 192.167.1.100 machine2 192.168.1.101 machine3 192.168.1.102 and so on so from what i have read the external ip say 123.45.678.90 that needs to be kept up to date so the domain is directed to the ip and that it does not matter if it is being updated on a windows machine or linux as you are updating 123.45.678.90 and 192.167.1.100 doesd not change as this is set buy the router not yor provider. i may be wrong but this is what i have read

OK, you have a router/firewall doing NAT.
What you have on you router now is a rule that says "Any incoming traffic to port 80 on the router will be sent to the windows PC"
You need to change that rule so it points to your MDK PC instead. You will have to consult the manual of you router on how to do that.

No, since I still get the IIS "Under Construction" side when I surf to kwickbid.com.
You have to make sure that incoming traffic to port 80 (the http port) on the router is reaches your MDK PC. There should (perhaps) be some
"Port forwarding" menu on your router. That's the one you'll want to use.
Incoming web traffic (port 80) ---> ROUTER ------ Redirected to MDK (port 80) ----> MDK
Perhaps the easiest way is to switch IP's of the Win and MDK PC (keeping in mind any security or other implications this might have).
