A quick glance at Mandrake's download page at http://www.mandrake.com suggests no, it isn't free. 10.0 Official is, but 10.1 Official is only available to club members so far. perhaps they'll release it when 10.2 Official comes out.
And I suspect upgrading wouldn't be much of an issue.

Well . . .
I'm no expert, but I took "Public access to Mandrakelinux 10.1 “Download” will follow in 3 weeks. " at http://www.mandrakesoft.com/company/.../products/2516 (bottom of the page) to mean that it would be avaliable free in the future.
I could be wrong . . .

I just joined the Mandrake Club this morning and am downloading the 10.1 official right now via BitTorrent. I will be done in 200 hours. I will report to you guys how the installation goes and all that.

Yes Mandrake is free (as an idea - not as a beer). The club members have a privilege - to stimulate new members to join in. I'm not a member (yet).
It's possible to update from Community to Official.
I did that from 10.0 CE to 10.0 Official. Here an tutorial to do that:

i think it's currently $66 for a year at a basic level...i enjoy it, and i get torrents usually of over 200KB/s on both my home DSL and my work OC12 connection...but others complain of reaaaaallllly slow torrent speeds.
I am seeding from home right now...hope it's helping (all 25 KB/s of it...)

I wonder why my torrent is so slow. It fluctuates from 3 kb/sec and jumps to 25 kb/sec. It's nowhere near 200 kb/s, unfortunately. I'm downloading the 5 CD 10.1 powerpack. Another 120 hours to go!
