They can't put it any plainer! But does some-one who picks a distro from a TV comedy read documentation?
the problem is not limited to kali linux as a distro; i guess it's just a new generation & the appeal of TV idols.
using linux for penetration etc. becomes a "thing" like maybe smoking your first cigarette.
rebellion is not against actual people (teachers, parents) but rather against operating systems (including linux itself).
reading documentation and adhering to tried principles is something the boring old farts do.
the arrogance of youth.
hardware & software development enable this new generation to just try out things in a vm, without any real loss.
in a way it's a good thing, but it also increases the number of BS threads, like hazel's 2 examples.
inflicting impossible situations upon their systems, because it doesn't really matter anyhow, and then demanding help for it.
i'm sometimes surprised how young these people are.
and from my point of view, there's not much difference between 14 and, say, 18. they're miles away and when i think what I was like at that age, all i can do is shrug and think: they have to work through it, one way or another.
i was a real idiot, full of anger and rebellion venting in all the wrong directions - i just didn't do it sitting at a computer. that's what weirds me out, it seems so pointless.

I don't agree with banning it either.
My answer: Just point them to the "Sticky" or the warning on Kali's site. I'm not saying it will work with everyone, but it has worked at least a few times since the "Sticky" it Newbie's was created. I've also noticed that people that have been pointed to either the "Sticky" or the warning on Kali's website, for the most part have not bothered to continue with their thread about Kali.
And if they ant to continue posting questions about Kali anyway's, just ignore their posts. Easy.

It probably makes it all the more attractive to some.
The lack of hand holding support on their own forum is also why they head off to other forums looking for basic help. If the distro's own forum won't provide support for the basics, neither should this one.
Any posts that could be answered by a simple internet search or that are pertain to basic linux usage are not needed and will be removed without notice.
If it were down to me I would consider banning it, but you will probably still get posts where the OP just pretends they're using Debian in order to get help.

The same thing we do with other inexperienced users who may or may not put forth effort. We have a recommended response methodology to engage them and try to get them to form better questions.
For all questions, we have the "Welcome to LQ" link, and we have links to the FAQ, as well as the LQ Rules for those who started out of the gate even worse than expected.
For Kali there is also the Kali sticky thread in Newbie. When I see a Kali question that appears to be poorly formed, I point them to that sticky.
I think we all know that we can point users to all the sticky's or references possible. If they aren't going to read them, then they aren't.
