why not create "linux system programming" forum?

Well, you've not given any reasons we there *should* be one... We already have a programming forum where this would fit, and anything linux related can go in linux - general. There's seldom a benefit in giving overly specific forums, it just tends to encourage people to repost the same question more, which is not something to encourage.
