and is it if I set off all the relevant settings off, I shall be able to see all my tabs and others won't ?

I tried that but I could see all my tabs and I wonder if others could too ?

You have two unrelated questions here, but to answer both:

1) If a member has all contact options off, there is nothing you can do to contact them - LQ is quite strict about privacy.

2) You can always see your own tabs in your profile, but can control who else (if anyone) can see which ones via your privacy settings.

Some said me to that he is not able to see the contact info tab on my profile ! I checked my privacy settings and found they are set to "Everyone". I can see my contact info tab. Now creating another account just to see my account is not a good idea.

On your profile, I see: About Me/Statistics/Friends/and, yep, Contact Info/Reputation/Blog

However, I have scripting disabled, so don't get actual tabs - it's just lined down the page. But it's the same idea.

Then I'll ask that man to recheck my profile since he said that he had checked the whole site but still couldn't locate the contact info tab on my profile. Thanks again.
