Downloading the videos is violation of You Tube policy. Additionally, allowing posts about Youtube-dl is a violation of Adsense policy, which is the main way LQ is able to sustain itself. We've already been issued one Policy Violation warning and further warnings could result in our account being terminated. While I don't agree with the policy, it is in the best long term interest to follow it.

In this particular case, the YouTube terms are very clear. The Adsense issue aside, the current LQ rules would dictate that posts such as this shouldn't be at LQ. I mention the Adsense bit only because I try to be as open and transparent with all aspects of LQ as I possibly can be.
