Making searches more precise?

Is there any way to make searches look for exact phrases and/or "all of the words", not just for any word that appears in the search box?
For example, when I search for "emacs grep", I'm looking for pages that contain mention of both "emacs" and "grep", not for every page on the forums that contains the word "grep". 99% of those pages do not, in fact, contain any information relevant to my current situation.

I thought that double-quotes, or + would do it, a la Google, but it seems not to work

The search is always an and situation - ie. you should always get a page that contains all words. There is also a box for "search for exact phrase" if you want to search for "emacs grep" as opposed to "emacs" and "grep".
