IP banning?

I was unable to access the board for almost two months. This is the only sight that was off-limits during that time. (Other than sights that I usually cannot access.) So my question is; does LQ employ a form of IP banning? It is not the only explanation, but it is the first one that comes to my mind.

I'm closing this as a dupe. Feel free to continue the conversation in the linked thread. If you have an IP you think should be unblocked, you can also send it to me offline.
