I haven't written one neither but just looking at LinuxQuestions Linux Answers and entering one of the categories there gave me a list of what tutorials are available. If you then scroll to the bottom of the page you will see a link 'Submit a Linux Answer to this section'. Clicking on that link will open a window with an editor where you can post your tutorial.
Someone correct me if I'm wrong, I seem to remember that your tutorial will have to approved before it will appear.

That might well be the case but I didn't find anything that pointed out content will be reviewed. When clicking on the link as explained in my post, an editor window opens where you can type your tutorial and next you have a preview and submit button. If you're right, and I don't doubt that you are, I imagine that when clicking on the submit button a message will be displayed that the contents has been submitted for approval/moderation/...
