Yeah, you know, I think it might actually be a good idea. Because then there might be better control if there's a forum specifically for this and with the kinds of rules state above.
I would vote no to such a forum also. In providing the 'homework posters' with solutions we're not helping them. It would be more appropriate to direct them to a manual so that they can learn instead of just copy and paste.
There is a homework section at Physics Forums. When users start a thread they are presented with "Use the template provided. If you don't, your post may be deleted!" and this template

That encourages questioners to show the work they have already done trying to answer the question for themselves. The forum's ethos is the same as here: no help if the student has not tried to help themselves, no handouts, information given to help the students figure it out for themselves and so to learn.

chances are that the OP wouldnt even fill in the template .
Hence "Use the template provided. If you don't, your post may be deleted!" but you are right -- we can only lead horses to water; we cannot make them drink!
