Some people dont want to spend money online, it doesnt matter if it's $0.01 or $1 Million.

Even a cent for something that should be free it too much.

In this case a commercial organisation would like to use LQ for a service. For providing that service, LQ charges a small fee. It really isn't that hard to understand. If employers do not wish to use the service, they don't have to. It really is that simple.

There never has nor ever will be a charge for posting a question or an answer to LQ. The charge is for commercial enterprises to use LQ to advertise jobs to LQ's members. They are being charged to do something that we do not allow our members to do for free - post a job ad. You really are making this out to be more complicated than it is. There is no insane capitalist conspiracy - company wants a service, LQ offers that service for a price. It helps to prevent people from posting the sort of jobs that begin with these words "earn $$$ in your spare time from home".

But a scammer like that could just pay while a legit user is out...

Basically there is a section where you have to pay to post.

Clarification needed: Is editing a, presumably paid for post, to advertise a different job a violation of the "one job per thread" rule?

I know this is an old thread, but after reading it, I have to totally agree, if you can pay employees and you can't pay to advertise, you are not going to have employees for long, especially at this price. Twenty bucks is cheap for advertising, even for want ads, find a classified that is that cheap that is as targeted, not likely. Also though I think a reduced rate for someone that post multiple ads or re-occurring ads would be worth considering, but that is not for me to say. As for small ads, if you go that route, all of them will be small ads and I think if you post a link it should come at a cost in addition to the $20.00, same goes for images, but this is just my opinion, and who am I to say, I have only been a service provider for at least 25 years or so, whatever.
