There are two other things to look at as well..
in
/etc/syslog.conf, look for an entry
/dev/console
RedHat and like often have..
kern.* /dev/console
Adjust that to
kern.notice which limits the output to notice or worse, or comment it out..
notice has a loglevel of 5
info has a loglevel of 6
debug has a loglevel of 7
(the lower the number, the more important is the message.)
2nd, there is a default console logging level setting at boot
which can be read from
/etc/sysconfig/init, usu LOGLEVEL=3
or in Debian,
/etc/init.d/functions, LOGLEVEL=1
