Where can I register the fact that i was the first user of linux in my city?

I need information about where can i suscribe the fact that I have been using linux since 1999

Welcome to LQ. The best answer I can come up with is registering at the linuxcounter. I don't think you can register for 1999, but then again why bother? If you fill out your profile (location, distribution, etc) you may be surprised. There may be a closet Linux user in your town. :-)
