It depends on which version of Ubuntu you're using. For all versions up to Maverick that uses the GNOME 2.3x desktop:
Click Applications > Software Center

For Natty and above that uses Unity:
Click on the Dasher Home icon (on the the whatever it's called sidebar) then enter Software Center in the Search box. Now click on the Ubuntu Software icon.
