I want to know that how can we detect USB devices attached to the PC dynamically?

Where can i tab the code of hotplugged devices.
In Red hat 9 there is a Hardware browser which i have to restart every time when ever i connect a USB device.
I want to create a utility which provides dynamic information about the devices(like in Windows XP we get a pop up in Task bar)

I want the programming part in Linux Red Hat 9.
I am not getting anything about programming about hotplugging on Internet.
