What strikes me is that the field strength of the "hyper" network is very large.

It seems that somehow the sensivity of the receiver is being decreased so you only see this very strong AP. Once you reboot, the decrease might not be in effect and you also see the weaker APs.

Can you check the iwconfig command and especially the sens setting? You might try to change that and see what iwlist yields then.

The first iwlist scan you are running as a user. You will only see the last cached result.
The second you are running as root, so you will see all available results.
So,
