Go to a terminal su to root, cd to "/etc/init.d/", type "ls" to list services. Then type "./service_name restart" to restart services.

resolve (i think)

when i start to use ntop
from cli i use ntop &
i could remotely use IPofNTOPSrv:3000

when i used from service
this IPofNTOPonSrv:3000 not respond

in /etc/ntop.conf
you must command this line
--http-server 127.0.0.1:3000 --https-server 127.0.0.1:3001
or change this setting.

and use chkconfig --levels 235 ntop on
for start ntop on startup

good luck
