The following assumes you are using the bluez stack.

Run hciconfig to show you the current devices (and status)

$ hciconfig
hci0: Type: USB
BD Address: 00:11:XX:XX:XX:XX ACL MTU: 678:8 SCO MTU: 48:10
UP RUNNING PSCAN ISCAN
RX bytes:2631 acl:19 sco:0 events:83 errors:0
TX bytes:1336 acl:19 sco:0 commands:48 errors:0

If you have PSCAN and ISCAN enabled, the device should be discoverable. If these are not present you can manually enable them with

$ hciconfig hci0 piscan up

You should then be able to search with eg a mobile phone/PDA and find your PC.

To make the change permanent edit /etc/bluetooth/hcid.conf and add the lines

pscan enable;
iscan enable;

I hope this helps you make a step in the right direction
(Although I'm wondering if iscan is deactivated after a while to protect from attacks)

Thank you. My mobile was able to detect my computer and I was able to transfer the files I wanted. I still haven't been able to pair the two but I have found some bug reports on the issue i am having and hopefully I will find a work around.

I just wanted to say thanks to Que_273 for the solution. It helped me as well. I see my pc and I'm able to send files from there but my phone gets rejected when it sends a file. Im using a motorola v3x (non-brand).
