Belkin F5D6020 isn't working in Fedora when WEP is turned on?

I am have been trying to get this working for last 2 weeks.
Wireless Access Point/Router Netgear WGR614
NIC Belkin F5D6020 version 1 Prism chipset
OS Fedora Core 1
Dell Laptop
I have the wireless card working without much effort. But, when I enabled WEP, I cannot
connect. I get this 8B2A error thingie. I have googled and tried various solutions proposed
at various forums.
I have not installed linux-wlan-ng, I put my configuration
in /etc/sysconfig/network-scripts/ifcfg-eth0 via the gui interface.
128bit key was generated on the router, copied and pasted in the file below.

How should I entered the KEY value, just like above or one the following
KEY="restricted [1] F4BC-EA89-D0C1-7004-9464-4FBD-14"
KEY="0xF4BCEA89D0C1700494644FBD14"
KEY="F4BC-EA89-D0C1-7004-9464-4FBD-14"
KEY="s:F4BCEA89D0C1700494644FBD14"
there are other possible combinations in the man pages.
I tried to do it on command like : iwconfig eth0 key KF4BCEA89D0C1700494644FBD14
ifup eth0 works only when WEP is disabled
How does /etc/pcmcia/wireless fit into this. I tried to entering values in wireless.opts and running cardctl scheme command?
Do I need to install linux-wlan-ng and why does it work without it and WEP? How does
the configuration change and is there conflict with ifup
Sorry about the number of quesitons, but I could not find proper answers.
If someone explain how linux-wlan works as opposed to redhat ifup, it would go a long
way in understanding.
This damn setup works in Windoze XPired without breaking a sweat. Of course, drivers
were available by the corresponding vendors.
