2 ISPs, LAN, WiFi, Bandwidth Limiting, Which Distro/Setup?

Ok Basically I want people on the LAN to have to do nothing tricking/change any settings, I want all the intelligence for this in the router.
If a PC on the LAN requests a data that is in ISP1's Free Zone I want the router to use that Link, for everything else use the link on ISP2.
What is the best distribution to use for this? Anyone with past experience doing something like this?
We are currently using IPCop with 1 ISP.
I would also like to limit all Users on the LAN/Wireless LAN to 20K/4K apart from the Proxy Server which can have 3 times that on ISP2. ISP1 can be unlimited.
If the link to ISP1 goes down LAN users should be still able to access data through ISP2, if the link to ISP2 goes down then only the free zones will be accessable.
That maybe the better option for most, however this is for a group of Uni Students, we have limited Cash, and an excess of computer hardware, we would prefer a Linux/FreeBSD option.
Use any flavor of linux. To limit bandwidth, use iproute2, or specifically, tc. Look in the Linux Advance Routing FAQ for how to use tc (its NOT easy).
