have you tried the " --skip-broken " option as stated in the error massage ?

also
upgrade dose not always work

I would suggest if you are going to look at reinstalling perhaps looking into CentOS, it is similar to Fedora since CentOS is a near exact clone of RHEL and is generally much more stable. It might be a bit less Desktop friendly but I never had any real issues with it, it just takes a bit longer to set-up and hunt down the things you want. CentOS as it is based on RHEL has an effective 5 year support as opposed to about 13 months for Fedora and CentOS is much better set-up for yum upgrade.
