starting my own Setup
 
is there a cloud/cluster (node base with Virtual floating server on the top) that when it does not need the device it will shot it off tell it is need

Servers generally speaking are for providing access to services in a stable way and for prolonged periods of time, not about saving resources. If you're talking about "power saving" in virtualization guests then I'd say that would depend on what the virtualization layer exposes in terms of ACPI / power management, if the OS recognizes that and can make use of it?..

Main Control Node, will have the Virtual Server Machine are on,
Main Control Node connects to the Processing Control Node and the Storage Control Node,
Processing Control Node will control the Processing Slave Node, if the Process Slave Node, on or off and what it is working on, base on how full and what is need on the processing queue.
and
Storage Control node, will Start Up Storage Slave node when need or Shutdown when not Need.
