Some issues about VM's CPU utilization


I setup two vms(VM1 and VM2) on xen. VM1 has 1 vcpu which always runs on CPU0, VM2 has 1 vcpu which always runs on CPU1. Then, I generate a network intensive workload from VM1 to VM2.
When I use xentop, it shows both VMs' CPU utilization is 100%, but Xenmon shows that VM1's cpu utilization is 100%, VM2's cpu utilization is about 50%, and the other 50% is in blocking status. Anyone knows why?
