I'm pretty sure that Windows 98 needed you to manually load the CDROM device driver. It was not plug and play. You would have the same problem if you installed W98 directly onto a computer instead of a virtual machine.

thank you for your reply. Installing was fine, using the cdrom, however I never had to change the cdrom. Only at boot, when I load any kind of ISO using -cdrom isofile.iso , it works
however changing cdrom during the run, is not seen or working is it a bug?
the cdrom device has not been found is when you wanna change the disk/fda/cdrom

To change a floppy and a CD-ROM image, please use QEMU Monitor. To see the Monitor, press Ctrl-Alt-2 keys together. To go back to the guest OS, press Ctrl-Alt-1 keys.
Please use slash instead of back slash in a QEMU Monitor.
For floppy, (qemu) change fda filename.img or (qemu) change fda d:/tmp/yourfile.img
For CD-ROM, (qemu) eject cdrom (qemu) change cdrom filename.iso or (qemu) eject cdrom (qemu) change cdrom d:/tmp/yourcdrom.iso
