You need to read the "Question Guidelines". We're happy to help with issues, but don't ask us to look things up for you. Putting your EXACT QUESTION into Google pulls up your answers.

Devstack is a tool for deploying OpenStack. It was created to allow quickly standing up clouds for OpenStack testing but is also used as a proof-of-concept and learning tool.

I suggest you use its documentation pages to learn more. When you have further questions, ask.openstack.org may be a better place to get answers.
