probably not inherent to Linux.
pretty sure that if you ran windows in an equally specced vm, it would be worse.
btw, you can always try to download the video first, then watch it locally, or use some youtube viewer software that circumvents the resource hungry web ui.
in the end i will always recommend a baremetal install.
that machine should be strong enough to run video straight from the browser.
