xorg.conf does not control keyboard layout

I've got the following section in xorg.conf:

    Identifier     "Generic Keyboard"
    Driver         "kbd"
    Option         "CoreKeyboard"
    Option         "XkbRules" "xorg"
    Option         "XkbModel" "pc105"
    Option         "XkbLayout" "gb, us"
    Option         "XkbOptions" "grp:ctrl_shift_toggle"
    Option         "XkbVariant" ",winkeys"
EndSection

but I cannot switch between layouts with ctrl+shift

any idea why it can be?

Change the above, to:

to see if it works.
