That's pretty much the exact same problem I have.. I'm not even lucky enough to get to watch the warning message on some DVDs.

You know what, I have the same problem. I've been able to watch Black Hawk Down without any problems, but Johnny English and The Negotiator give that error message. All of the discs are region 2.

Which distros are you guys using? I have Ubuntu.

Xine by default does not play encrypted DVDs (i.e. almost all the commercial DVDs). You need to install an add-on library called "libdvdcss" to be able to watch the encrypted DVDs with it.
