XFCE mouse focus issue

I recently started using XFCE in favour of KDE as i find XFCE faster and more configurable etc.. however there is one feature of KDE that i really really liked which i wish to somehow get to work within XFCE. Ive emailed the developers about this but havent heard back yet so i thought id post this here to see what you think.. it may sound like a small issue but really it has been a life saver from time to time so:

When you have two windows open one behind the other, in KDE if you use the scroll wheel over the second window - (the one behind the other one) it scrolls the page but doesn't bring it to the front, in order to bring it to the top you have to click in it. I want this feature in XFCE as its a pain when i want to just see down a page a little bit but end up having to cover up what i want to read on the other window..

any thoughts? .. ive tried setting the activation time to max on click but thats not what i want.
