xen-error in creating vm


Hi,

I have redhat linux 2.6 kernel.
I have installed xen3.0 with dom0 and domU.

When i try creating a virtual machine i get an error.

$ xm create -c /home/vmconfs/xem-dom1

Using config file "/home/vmconfs/xen-dom1".
Error: Device 0 (vif) could not be connected. Backend device not found.

After reading some solutions from here, from the older similar threads, i recompiled my kernel and included hotplug.
i enabled--
CONFIG_HOTPLUG=y
CONFIG_HOTPLUG_PCI=y

and disabled-
CONFIG_DEVFS_FS=n

then tried creating the vm, but still the same error.

I read this in one of the solutions---
You need to check that you have the udevd daemon installed and running, and that the latest Xen scripts are in all the right places (/etc/xen/scripts, /etc/udev/rules.d). If they are in place then there should be some useful information in your /var/log/messages.

/etc/xen/scripts -- this is there
/etc/udev/rules.d -- this is not there

what do i do for this ?
udevd daemon is also not there, what do i do ?

how do i enable udev ?
