xdm failure to run a newly installed program
 

After installing a new program like "nvu" as root, I cannot run nvu, either as root or as a user, even though the application is installed under /usr/local/bin with group assignment as staff and rwe permissions. I cannot run it even as root, let alone a user. the following is the error message.

Is there another standard procedure to install thord party application other than assigning to rwe permissions to a staff group, to which all users belong.
