Xcin and fonts problem

Hi, I am using RedHat 9.0 and I try to input Chinese, so i choose Chinese at login and modify the .i18n file. Which set everything expect LC_CTYPE to en_US, LC_CTYPE set to zh_TW.big5

It works fine and i can have an English interface but Chinese input at my will. However when I open Netscape 7.0 and find that the fonts of all menus become very ugly. It is the same when i open Emac. Which I think the problem is Netscape and Emac use Chinese fonts to render English menu.

How can i restore the fonts back to the original?

Best Regards
