Most likely it's going to be a database with some interface built on top of it. You certainly could make your own, but see if one of the ones on this page look useful.
Not knowing exactly what you're looking for, Teacup kinda caught my eye...

I'll be watching to see if any more good possibilities show up ... The Teacup link is broken at least temporarily. From the overview, It doesn't appear to have links for parts and materials.
Work Order Management is my own personal area of expertise, and I suspect I could contribute to that effort if it's still active.
