Winsock problem with wine

The program that I use wine with does not do much until connected to the server. It is like a terminal program.

It is running fine until I try to connect and I get a winsock error
WinSock error 10013: Premission denied on Create() in RLConnectTo()

I thought that wine had built in winsock support.

Any thoughts on how to fix?
