Wine Config - GONE

I removed ~/.wine/config in an attempt to repair my wine. It didn't

How the heck do I get it back? I tried un-installing with the RPM and re-installing as well, but it's still gone.

~/.wine is also gone!

...and winesetuptk doesn't work in root mode, in which (I know, I know) I always log on as.
