Run "wine notepad" as a normal user. It should make a fake windows directory structure. If it works, then download winetools. Remove the fake windows directory structure which is ~/.wine. With winetools let it make a fake windows directory structure. It will setup the config file so most of the Windows programs can install and run properly with minimal problems.
I suggest you do not run WINE as root because if it gets a windows virus, your computer will be screwd up.
If the above does not work, please explain in detail how you installed WINE and if you installed it from an RPM file or from source.
