I'm a newbie, but could this be caused by wrong permissions? Maybe c:\\windows isn't writable?

I believe that not all programs (even tho they have native .dll's) they dont always work. But mabe it didn't set up wine correctly, so type wine, then press tab repeatedly and see if theres a list of programs that begin with wine, ther should be one that wineconfig, or something similar. Reply back when you have done so.
