Is There some kind of translator that will let you install a program made for Windows, on a Ubuntu operating system?

You can allways try out wine. Which is a program designed to run windows applications on linux. However please note that not all apps will run! You can get more information here:

Yes. Several. Wine is the most used. There are also a few commercial efforts, some based on wine. You could also use a virtual machine. I use virtualbox. There are others. Vmware, bochs, qemu, and probably others. How well each works depends on the program you want to run, and your hardware.
