Window focus/raising behavior

I have my window manager (Fluxbox) set to a sloppy focus mode but windows come forward when I click on their interiors. I don't want a window to be raised unless I click the window decorations. Can I control this behavior for Fluxbox?

Do you mean like Configure --> Focus Model ---> "Click to Focus"

I think thats what you want.

No, click to focus would make me feel like I was in Windows. I want sloppy focus but I don't want windows to be raised when I click the interior of the window.
