It is possible to run many Windows programs in Linux using WINE. http://www.winehq.org/
There also programs developed for Windows that have been ported to Linux. An example of this is Adobe Reader.

No, mainly because Linux isn't Windows.

Another way to look at it: is Mac software installed under Windows?? As others have said, you can use Wine to run SOME Windows software, but you'd be better off identifying what you want to do, and look for Linux software to do it. Instead of saying "How can I get MS Office to run on Linux?" say, "What Linux software will let me edit/save MS Office documents?"
