Why won't my systemd user units start at login?

I created a systemd unit in ~/.config/system/user to run emacs in server mode. I enabled it with systemctl enable. The same thing works on my laptop with KDE neon but kubuntu install requires me to run systemctl enable every boot otherwise it doesn't seem to believe there's a service available.
