why is apache giving me a 404 error

Ok the php file am accessing and the directory it's in has the following permissions

owner (logged in) read/write
group same
others read

But I keep getting the forbiden access error when i try accessing it locally via either 192.168.0.2 or 127.0.0.1

Also it's not just php files it's html files as well. It's a fresh LAMP setup on fedora core 3 with apache 2.0.54.

I have set the document root to /home/steven/web (exactly as it is in httpd.conf) and i have set the directory permission tag within the httpd.conf. I dont have a .htaccess file either.
