Why can not execute or extract *.bin files in redhat 9.0 and 8.0


I downloaded some *.bin files, but I can't open them.
I am using redhat 9.0. Before I used 8.0, still can't open it.

The command I typed:
chmod u+x rp8_linux_alpha_rh62_cs1.bin
./rp8_linux_alpha_rh62_cs1.bin

error:
bash: ./rp8_linux_alpha_rh62_cs1.bin: cannot execute binary file


Could you help me?

post a screen-dump with ls -l from
where you are trying to do this?
