Why can't download the file from torrent?

I have an vps located on bangwagonghost.
Now to create the torrent for start.mp4 with command:
Code:
root@localhost:~# mktorrent -a udp://tracker.coppersurfer.tk:6969/announce \
> -a udp://tracker.ccc.de:80/announce \
> -a udp://tracker.publicbt.com:80 \
> -a udp://tracker.istole.it:80 \
> -a http://tracker.openbittorrent.com:80/announce \
> -a http://tracker.ipv6tracker.org:80/announce \
> -v -o /home/start.mp4.torrent /home/start.mp4
mktorrent 1.0 (c) 2007, 2009 Emil Renner Berthing

Options:
  Announce URLs:
    1 : udp://tracker.coppersurfer.tk:6969/announce
    2 : udp://tracker.ccc.de:80/announce
    3 : udp://tracker.publicbt.com:80
    4 : udp://tracker.istole.it:80
    5 : http://tracker.openbittorrent.com:80/announce
    6 : http://tracker.ipv6tracker.org:80/announce
  Torrent name: start.mp4
  Metafile: /home/start.mp4.torrent
  Piece length: 262144
  Be verbose: yes
  Write date: yes
  Web Seed URL: none
  Comment: none

17721430 bytes in all.
That's 68 pieces of 262144 bytes each.

Hashed 68 of 68 pieces.
Writing metainfo file... done.
When the start.mp4.torrent created ,i download it from my vps into desktop.
To open it with utorrent.

Why can't download the file from torrent?
Here is the torrent file in dropbox.

Code:
https://www.dropbox.com/s/s8i8yaybnbqkc4n/start.mp4.torrent?dl=0
