why can't create a folder in /usr/lib/cgi-bin

Everytime I try to mkdir in /usr/lib/cgi-bin i get "no such file or directory" I am using Debian Sarge 3.1 and I am logged in as root when trying to do this.

Are you in /usr/lib/cgi-bin or trying to do this with absolute paths?
