Question Why bitmapped fonts don't show up under gedit/ etc?

I am adding some additional functionality to the CUTE source code editor and I need a nice bitmapped font for viewing source listings. I have two candidate fonts, one is a Windows ".fon" file called DOSLike, the other is the standard 10x20 font that came with Linux. Either would be suitable for the job.

I was able to convert the .fon into bdf then pcf and install it using the wine tools and bdf2pcf. Now I can use either font in my xterm with "xterm -fn". The fonts are also present in xfontsel. However in most X applications like CUTE/gedit etc, they don't show up in the change font dialog.

So what's up with that? This is probably an silly question however, I don't know much about fonts.

(I am using FC5 BTW).

-- I also tried converting DOSLike into TrueType instead because it seemed like I had no problem installing new TrueType fonts. I used fonttosfnt and it created a .ttf file, however it will not show up either. Copied the .ttf to a Windows box and it said the file was not a font file. Then I tried copying the .ttf over a font Xenotron that I don't use but that was already installed, Xenotron did not change. That seemed a little odd, so to test I completely removed all copies of Xenotron from my system, restarted the font server, and rebooted, however Xenotron is still present and works fine. This totally weirds me out--obviously there is something I do not understand going on here.

Did you even read my post?

I have discovered some mentions that fontconfig has bitmapped fonts disabled by default so that X's ugly 75dpi and 100dpi fonts won't get auto-picked by apps. However I have no "local.conf" file and the procedure to re-enable for Debian doesn't seem to work for me. So what I need to know now is, does fontconfig exist on FC5, and if so what is the proper procedure to reenable it's use of bitmapped fonts?
