Which version best for remotely hosted dedicated server?

I am upgrading to a remote dedicated server and I have the option of RedHat 7.3, RedHat 9.0 or Fedora for the operating system.

This box will only be used as a web server. I will not be selling hosting on it but I will have several of my own domains on it.

My questions are:
Which is the best version of operating system to install?
Do I need to purchase cPanel of Ensim to manage it?

Any other tips for a newbie server manager will be appreciated.
