Which is the best web administration for software for configuring apache? Like Cpanel

I'm in the process of setting up a dedicated server for the development of websites. At the moment i'm using FC3 and setting up each site manually either through the GUI or by modifying httpd.conf. CentOS is going to the the new OS and I'd like to install some remote access software like cpanel that will allow everyone to setup their own sites when they need it. The question is which is the best alternative to cpanel (Can't use cpanel because we're on a dynamic ip and i'd also prefer to save some money). Also i'd like to tie it in somehow with a DNS server, either on the same server or another server, which ever is best. So for example someone sets up the site newsite.intranet.mydomain.com, it will add that domain with it's ip into the DNS records (Forgive me if this doesn't make sense, never played with a DNS server), then everyone on the lan will be able to access this site via the domain name. So what do you guys recommend?
